at the time of writing (ie before ruth kelly's speech), i think it's a crutial time; i find the edn bill to be particularly doctrinaire (the "choice" icon) and the longer term effect of trickle-up is fine as long as we can accept bussing!...the safeguarding issue is clearly one of confidence all round; the guardian article talks about not shooting the messenger but, as we know, in the rough and tumble of whitehall politics; often someone has to pay a price!
