If this is what the DfEE actually wants, as opposed to an opening negotiating position, then then the NUT was right to brand performance related pay (PRP), payment by results'. It is perhaps significant that the government was at pains initially to insist that PRP would not be tied to improved exam results or better behaviour by pupils.

Williamson's point about social inequality shows how spurious the meritocratic arguments of New Labour really are.
