Blair accuses local authorities' embrace of 'child-centred learning' for their failure to 'raise expectations and meet basic standards'. He then promises a new system of schools 'driven,' in part, 'above all by the needs of pupils'. He also claimed that recent reforms have helped to 'deliver a more personalised education for young people'.
